There was a break in my billing due to which my domain was downgraded to basic. I have changed the card on file and the billing has been done. However, I am unable to upgrade the Speed Optimizations which are available for Pro users.

We can’t help with enabling features so you’ll have to open a ticket:
Login to Cloudflare and then contact Cloudflare Support by clicking on the Get More Help button.
Curious as to what is missing, @amitsails? If the site shows as pro, the pro features should be available. Knowing what’s missing may help us figure out why. Sorry for the trouble.
