Upgrade or downgrade the plan after billed?

Comparing the Business and Pro plans and take Business downgrading to Pro plan for example, should we expect there’s downtime because of no 100% SLA ? And performance impact too but how much ?

You won’t experience any extra downtime, the SLA is just so that you can claim credits back if Cloudflare goes down.

I can’t recall of any instance where business users were unaffected by an incident that also affected Pro users.

The performance part, you get some network prioritization on the business plan but I wouldn’t expect meaningful performance differences between Pro and Business.
If I were you, I’d downgrade and monitor whether there is any degradation on page speed, though I doubt there will be any.
