When I’m repeating the tests a few times, while not seeing success everywhere, it happens randomly that for example “Iran, Tabriz” will actually appear with proper results.
So it appears that it is an issue with the test tool that you are using, perhaps due to capacity issues, or other quality issues such as e.g. Internet connectivity on the individual node, that is making this flap around like that.

Nothing can be done from Cloudflare’s end to fix that.
