Universal SSL not able to create or order

I have an issue with creating new universal certificate or ordering universal certificate which is greyed out /disabled.

Can you share a screenshot of what you are seeing?
This is what I have. The Order Advanced Certificate and Upload Certificate buttons are not greyed out because I have ACM on this account.
