Universal certificate not recognized by some older MS Windows version

The Let’s Encrypt certificate was not recognized by older versions of MS Windows Server.
I had to buy an advanced certificate (Google Trust CA) to resolve the situation.

Is this normal? It’s not on May 15 that the Let’s Encrypt CA transition will be effective at Cloudflare?

Depends on when the last CA certificates file was updated on Windows as it could be this: DST Root CA X3 Expiration (September 2021) - Let's Encrypt
