I have a domain registered with Cloudflare and I can’t adjust nameservers as suggested, because it is not possible to do so with domains registered at Cloudflare. There’s nothing in the dashboard to change the nameservers of a Cloudflare Registrar owned domain since it should do it all on it’s own so if it’s in that state then it’s pretty stuck.
What steps have you taken to resolve the issue?
Everything, including upgrading my account to be able to submit a case.

May I ask if Cloudflare is asking you to change to Cloudflare nameservers, or you want and have to use some 3rd-aprty domain nameservers from other service such as Hostinger, etc.?
Nevertheless, since your domain name is registered with Cloudflare Registrar, we’re not able to change the domain nameservers at Cloudflare Registrar to some other as follows from the Registrar ToS from below.
6.1 in the Domain Registration Agreement states that you cannot change the nameservers:
6.1 Nameservers . Registrant agrees to use Cloudflare’s nameservers. REGISTRANT ACKNOWLEDGES AND AGREES THAT IT MAY NOT CHANGE THE NAMESERVERS ON THE REGISTRAR SERVICES, AND THAT IT MUST TRANSFER TO A THIRD PARTY REGISTRAR IF IT WISHES TO CHANGE NAMESERVERS.
If you still want to proceed with the step of changing your domain nameservers, unfortunately, only the possible solutin which I can see from the ToS of Cloudflare Registrar and your case: Transfer out and use different domain registar.
You can certainly transfer out after 60 days as per ICANN requirements.
