Unable to update billing method because my account is locked

I get this error every time I try to update my billing method

“Make payments for your unpaid invoices to proceed. Your account is locked due to the unpaid invoices. (Code: 1323)”

I can’t resolve the old invoices because I can’t add a billing method. It’s an endless loop. I’ve tried PayPal and about 8 different credit cards from major US banks (Chase, CapitalOne, WellsFargo, AMEX)
