When I tried for the first time to transfer the domain to Cloudflare, it was indeed locked by current registrar. Then I unlocked it but when I try again, it comes with the same error.

The IP address seems to belong to a singaporean company, TANG DYNASTIC TECHNOLOGY PTE. LTD. Do you have any relations to this company? I would assume that they have created the zone hold on your domain on Cloudflare.
If you don’t know that company, you should create a support ticket on Cloudflare and describe the problem in detail and ask for the hold to be removed.
