I am encountering this issue whenever I am using my phone mobile browser. I already updated to latest chrome on android and also cleared my cache and history. Setting this on a pc is no issue but most of time I’m in mobile.

Known issue, switch to desktop view.

I am also able to replicate on desktop by sizing the window smaller. Will post back when I see a fix.
That issue has been around for some while, at least since September → Cloudflare DNS on Mobile can’t make changes
