Unable to recategorize website

In Teams, I have a Gateway Policy to block Hacking websites. However, if I go to www.messenger.com, I get a message that it is blocked. The Gateway logs say it was blocked because it is categorized as Hacking and Instant Messenger. If I submit feedback, it is categorized only as Instant Messengers. Hacking is not selected.

Is there a way to remove the Hacking category from messenger.com?
