Unable to pay for domain transfer by PayPal

I’ve added PayPal as a payment method and I’m trying to transfer domains to Cloudflare. The first transfer went through successfully and I can see the payment in my PayPal account, but any subsequent domains fail with a “Your payment has been declined.” error.

I contacted PayPal and they said there is nothing wrong with my PayPal account (it was only set up today, so I thought it may have been a new account issue), and that I was to contact the merchant. To be honest, they weren’t very helpful - their best suggestion was that the merchant wasn’t set up to receive payments in USD, or that the “PayPal button” on the site may be broken.

I’m at a bit of a loss as to what could be wrong. I’ve seen other topics mention issues with funding sources, but the fact that one payment was accepted makes me think that’s not the issue here.
