I’d suggest you to clear cookies and cache data in your Web browser and make sure the cpanel hostname under the DNS tab of Cloudflare dashboard for your zone is set to unproxied cloud.

Furthermore, use the hosting provider’s interface to get to cPanel, which is more secure way than exposing it over your domain name.

Cloudflare WAF could be blocking some requests like File Manager and phpMyAdmin of the cPanel interface.
