Unable to edit Custom Hostname

I recently moved my website from A Small Orange to Go Daddy. There is TXT file on the DNS record that cannot be edited. It is causing an redirect error. I have contacted the previous domain host and Go Daddy and neither one can edit this file. I believe the previous host used Cloudflare. I do not have any account with them. How do I get this record unlocked? I have attached a picture of the issue.

If GoDaddy provides your Nameservers they can change your records however they want. It is their decision, and theirs only, that you cannot change it.

No, it’s not. That record is really not doing anything at all, and it certainly wouldn’t cause redirects.
