Users that are using the Smart communications mobile network is unable to connect to the url of the buckets created in R2 storage.
What steps have you taken to resolve the issue?
Tried to reset the allow public access settings.
Created another bucket.

I can upload and download .apk file normally from an R2 bucket connected with custom sub-domain, e.g.:
https://testr2.webmaster.com.hr/test.apk
What error do they get? 
Possibly the ISP is blocking Clouflare IPs?
I haven’t added any policies.
Are you trying to do it with a public xxxxxxxxx.r2.dev domain? I still cannot reproduce even with my public .r2.dev domain.

Yes, been doing it with the `xxxxxxxxx.r2.dev domain.
I did not use the custom domain.
