What is the issue you’re encountering
I’m trying to create a new WAF custom rule to allowlist IP addresses from an IP list I created in Cloudflare. I’m on the Pro Plan, but am receiving the error above. My plan says I can have up to 25 custom rules, so not sure what’s going on.
What steps have you taken to resolve the issue?
I’ve tried toggling existing custom rules I have in place on/off, but each time I do that, I get the same error outlined in this post.
I’ve tried submitting a support ticket to Cloudflare, but when I try to submit it, I’m hit with a 1000 Unknown error every time.
Was the site working with SSL prior to adding it to Cloudflare?

We’re continuing to see this issue and are unable to contact support at all. Any chance someone knows a work around (other than upgrading to Business or Enterprise temporarily) to get the attention of a support person at Cloudflare? Thank you!

Customers on every plan type can create Account, Billing, and Registrar tickets. Login to dash.cloudflare.com, select Support → Contact Cloudflare and enter the information.
