I am unable to pay for my domain transfer. There are some new RBI rules here in India that require authorization for credit cards. I tried Paypal as well but none worked.

I have checked your account and attempted domain order and updated the ticket for someone in our billing team to reply. Yes, it could have to do with RBI as there are different banks there that are following these regulations to differing degrees. Unfortunately, we are not able to force a payment processing, you may try adding a different payment method to your PayPal account as it appears that the rejection is coming from the credit card issuer attached to your PayPal.
