Zone holds are a feature of Enterprise accounts.
Zone holds prevent other teams in your organization from adding zones that are already active in another account.
If you are unaware of the organization/domain owner that enabled this zone hold and you do own the domain you can create an account ticket from your dashboard.

If not and for people that read this downtheline, you can do a whois to find out the name of the person responsible for the domain, $ whois example.com
for example.
From that, depending upon privacy restrictions in place at the domain registrar, you can find ownship details. If you are associated with the domain, the names should be familiar to you. Contact them and ask that they remove the zone hold.
