Unable to access tinyurl.com

I have a problem when I access the tinyurl as below, which is actually, the tinyurl link directing to the google drive.

What should I do detailly? does it mean that, I should contact google to unban my IP Public?

You need to contact tinyurl with the ray ID and they can look up why you were blocked and be able to unblock you.
