I am trying to access a website (see above link) and I got blocked. I am trying to get information on how to get a business license from the city of Lynwood in CA, but when I click on the “Business License” link it takes me to a page saying: “Sorry, you have been blocked. You are unable to access hdlgov”. I am not in California. I am currently in Mexico. I wonder if that might be cause?
What are the steps to reproduce the issue?
Click on the link above and on the next page click on “Business License” under “Sign Up For”.
Website owners can literally do what they want to do with their websites, that’s beyond the control of Cloudflare, even when the website owner choose to use Cloudflare.
Contact the website owner, and at the bare minimum, include the Ray ID you see on the error page, and they will be able to dig deeper in to the situation with you.
We can not provide you to an 100% exact cause to the issue, as that would require you to consult with the website owner, and have the website owner to look in to the details for the given Ray ID through their Cloudflare account.
I do however believe your assumption is correct, and that the website owner has set up geographical restrictions for their website.
to you, for providing these exact steps to re-produce!
I am seeing the exact same block page, as you are, and my attempt was done from Denmark (Europe), which … is far more away from California, and the United States, than Mexico.
Thank you very much DarkDevil for your attempts to reproduce the error and for your helpful input. Now I know that the most likely reason for the blockage is the fact of being outside the country. This finding of yours is vitally important, and I thank you for having dedicated the time to reproduce the error in your location. Cheers!
It seems the block may be related to geographic restrictions or automated security measures on the website. You can try accessing the site using a VPN set to a U.S. location to see if that resolves the issue. If the problem persists, contacting the site administrators or their support team for assistance would be a good next step.
