Usually, this type of unsolvable challenges are related to a strict setup in your Security Level under Security > Settings in your dashboard. Also check your current Challenge Passage, and make tests to determine whether your current setup could be causing this issue as well.
You can also consider creating a WAF custom rule specially for this user agent that would skip the challenge. Have caution, though, in doing so.
