Turned on development mode, purged cache, removed DB, still shows old page

So i had problem- Cloudflare didn show me that making changes in database of website made website loose content.
Now i see it 2 months later.
So i wanted to put backup database up.
Turned on development mode, purged cache, removed DB, still shows old page.
Why purging cache and turning development mode doesnt show empty website?

If you edit the DNS record and toggle it to DNS Only (then wait five minutes), does it show the correct content?

If so, then it may be this (and you should use the Liberate the Hostname option):
