I can’t move my domain, I have followed the steps but after a week its still not moved or working.

You need to either disable DNSSEC at your registrar, or enable it at Cloudflare and copy the DS records to your registrar from your dashboard here…

How do I disable it with No-IP I can not find it anywhere or information on it?
I don’t know. You’ll need to contact them and ask them to disable DNSSEC for you.
