Trying to block a page

Hi,

Im trying to block access to a page and have set a rule where full URI = blocked page or Full URI = alternate page, then block.

However, the rule isnt working and access to the pages in the rule is still granted.

Any ideas why and what I need to do to ensure the firewall blocks access?
