Triggering Custom Page > IP/Country Block

I’d like to use firewall rule to block a specific URI and country:
e.g. visiting /signon from China
I managed to block it with an error 1020(and a custom page as well),

But how could I do it so it uses my “IP/Country Block” Custom Page defined?

After googling, I still can’t find much information on this.
Does “IP/Country Block” Custom Page work only for “IP Access Rule” ?
I’d like to separate country based blocking from other errors, thanks.
