Transfer to Cloudfare, domain stuck in setup and doesn't show on transfer page

What is the issue you’re encountering

The domain is stuck in setup and is not changing to active. It is also not showing on the transfer page.

What steps have you taken to resolve the issue?

I’ve added the domain to my Cloudflare account. The original registrar is Bluehost. I’ve ensured that the nameservers are pointing to Cloudflare (names from the Cloudflare DNS page). The Cloudflare nameservers are showing on Bluehost. I’ve checked that the site is unlocked and I’ve removed WHOIS privacy. I’ve checked the DNS records.

I found the answer. It’s stupid really. I hadn’t selected a plan. It showed as the free plan but you have to click on the rectangle at the bottom of the selection page to actually select the free plan and continue the process.
