Traffic from ProtonVPN being challenged

I’m using free ProtonVPN to test a Cloudflare geo-location rule.
But any time I pick a country outside of the US in the vpn software, Cloudflare challenges me.

I don’t have any Rules in place, I don’t have the Bot protection on.

The only thing I can think of is that Cloudflare automatically is seeing the traffic coming from a free VPN and challenges me.

Can anyone confirm?
Is this true for all vpns? or only ProtonVPN? or only ProtonVPN’s free version?

Nevermind. There are some account-wide rules in place. I disabled the relevant rule and traffic goes through.
