This IP is blocked =for the site . We tried to allowlist this IP and tried to set the URL rule but this does not work out. So please help to resolve this issue.

Check under the WAF events to see what caused the connection to be blocked. That page does not always mean the IP has been blocked.

We haven’t created any rule in WAF, still having issue, can you please suggest any other solution.
Have you looked up the Cloudflare Ray ID in the activity log yet? You will need to do that to identify the reason for the block.
Cloudflare Ray ID generating unique for every web request, we have checked that also but not able to track in activity log.
Can you please share possible reason for this issue.

The IP may not be blocked, but the connection is and if you cannot find the Ray ID in your activity log, no one can help you identify the reason.
Could your site be using a Cloudflare for SaaS partner? Is you domain being used to customize a site manged by another entity?
That will page will show for any block action with WAF.

We are still having issue , as still showing blocked error, Can you please share possible solutions for this for this issue, there is not any rule in WAF costume rule, we have only created rule in WAF tool to allow site.
You aren’t looking for a rule in the WAF. You need to find the Cloudflare Ray ID in your activity log. If you cannot find it, no one will be able to help you. That is the only way you will find the answer you seek.
In WAF it is not showing any logs, are you taking about EVENT that need to display ray ID in event logs because in WAF there is only option to create rule.
On every time when page load we are getting different ray ID, so not possible to unblock IP based on that, please let us know possible solutions that how we can unblock this IP and solve this error issue.
Yes. Every page load returns a unique Ray ID. It is not an error code it is a unique identifier for that request. The rule or policy that request matched will be logged as has been described previously.
