Hello.

Why i cant add card to account - There is an issue with the payment information entered. Review and try again. (Code: 1201)
Also i cant pay with PayPal - Payment error: payment method declined (Code: 10000)

I urgently need to pay for domains

Open a ticket with Billing from the email address of your account: billing AT cloudflare DOT com

I have one more problem, i cannot login into helpdesk
there is a redirect to authorization, which leads the cloudflare’s dashboard
I cannot interact with my ticket

I have the exact same problem and error code, i tried with the same credit card i always use in other sites and also tried with paypal.
