"The zone you are trying to upgrade is marked as Do Not Upgrade"

Trying to add a new Free plan for a domain and receive the “The zone you are trying to upgrade is marked as Do Not Upgrade” message. Past posts indicate this can only be resolved via Billing.
Created a ticket (#3229539) several days ago, but no response yet. Also cannot change that ticket from P4 to P3.
Would really like to migrate this domain to CF for DNS.
