We got this error when order Advanced Certificate Manager (ACM). The error is “Refer to xxx for assistance. The zone you are trying to upgrade is marked as Do Not Upgrade. (Code: 1315)”. Can anyone tell us what is this error about? Our ticket is #2745555.
This is not something the community can help with, you will need to address it with Billing and/or Trust & Safety via the ticket.
So, 1315 is about the billing issue not account being locked or zone limitation somehow, correct?
It could be for a number of reasons but none of them can be solved on the community. If it is a limitation/ban then your ticket can be escalated to Trust & Safety and otherwise it may be able to be handled by Billing. We have no way of knowing here.

Update Cloudflare support has resolved my issue! For anyone dealing with 1315 error, it means that your account is locked for upgrade/purchase some security feature possibly from previous failed billing information. This has to be resolved once by support team.
