I encountered this error while creating the website, and I had to use another registrar (DNSpod) for the domain name first. But I want to use Cloudflare, how can I solve this problem? I saw someone say that we can wait for about a month. Does this work? Because I don’t know who registered this domain on Cloudflare, I am unable to cancel the region reservation

The error means that the domain is, or was, previously in an Enterprise account and was locked from being added to another account.
Did you buy this domain from a broker or have you previously used it with a host that uses Cloudflare? If so, contact them and ask them to remove the zone hold.
If I wait, will the reservation in this area not expire (wait for a week or a month) Do I have to cancel the region reservation in order to create my domain name on Cloudflare?
The domain as been registered since 2021, so I guess this was a domain resale.
You can try to raise an account ticket in your Cloudflare account to ask for the zone hold to be removed. They may ask you to add some DNS records to prove ownership.
