For records which are 
and proxied by Cloudflare that is correct. Those records are advertising Cloudflare’s IP addresses. If while you change the value of one of those records to a new host Cloudflare will replicate that change on its network within 5 seconds globally. The IP address users see will remain unchanged. That is one of the benefits of using Cloudflare to proxy traffic to your origin servers.
You can change the TTL value for 
records as those are not proxied by Cloudflare.
