It sounds consistent with previous episodes where ISP’s are blocking individual Cloudflare IP addresses, perhaps as an attempt to block certain websites.
The traceroute that you provided here:
says that the traffic towards that Cloudflare IP address is ending within Wind/Tre’s network.
Such things have been seen before when the ISP (e.g., Wind/Tre in this specific case) is blocking access to specific IP addresses and/or IP ranges, as an attempt to block access to specific sites.

We have an issue here in Iraq when the site or the domain redirect to these range 188.114.97.xx / 188.114.96.xx the site stop and dose not work any more even i refresh or clear dns unless i stop the protection for cloudfalare and start it again for my domain it will work again with diffrent ip.
I saw many issues on community talking about this issue from diffrent counties.
How we can fix that.

Contact the ISP’s that are blocking the mentioned IP addresses and have them rectify their blocks.
