Sorry it is unclear what your issue is. Can you provide a domain or perhaps an error message?
It appears you are unable to ping an IP address. That IP address is in a CIDR range owned by Alibaba.
The success or failure of a ping request is not a terribly good indicator of anything in and of itself. Beyond not responding to ping what problem are you trying to solve? And how does it involve Cloudflare?

For a month, I used IP 8.208.91.189 behind the subdomain for my website as a clean IP in Iran, but now the IP is closed.
That IP address is not owned by Cloudflare so you’ll want to take it up with your hosting provider, which is also not Cloudflare.
