The problem with routing from 1.1.1.1

Hello, we have an Anycast network. In this case, consider 2 endpoints:
Germany, Frankfurt
USA, Los Angeles

Our upstream provider CDN77 has a PNI with Cloudflare and outgoing traffic (request to 1.1.1.1) goes through it, but it returns back with a delay of +200ms and through the USA, Los Angeles

After a request to CDN77, it turned out that Cloudflare was routing traffic to the USA and responding. How can we fix this problem?
