When transferring a domain, the registrar did not allow the domain to be transferred due to the protection enabled. The funds for the domain transfer were withdrawn from the payment card and not returned to my card. The first time I tried to transfer the domain, I was refused and the funds were returned. On the second attempt, the transfer started, the funds were debited, but the transfer did not take place. And the funds were not returned. Now the domain is available for transfer again, but the funds were not returned to the card for the second attempt to transfer the domain.
You could give it a try and create a Billing ticket for such case. You’ll need to follow these directions here:

Registrant shall pay Cloudflare the fees specified in the Order Form. All payment obligations are non-cancellable and non-revocable, and all amounts paid are non-refundable.
my colleagues in Support have indicated this was resolved on your ticket. Please respond to your ticket or create another ticket if that is not the case.
I was told that the payment had been returned and to deal with the bank.
The bank says the payment has not been returned!
You still did not want to help make a domain transfer, although I asked and explained that the domain registration period ends November 10, and because of this problem I may lose the domain.
So I had to renew the domain at the former registrar and get a problem with the accounting for the double payment.
Unfortunately, a very bad impression left from working with you.
