The 301 redirect has been set up but not working - why?

I have set up the DNS foron Cloudflare and set up a page rule to for a 301 forward to but each time I browse I get a flywheel error page.

Can anyone tell me what ive done wrong as I usually set these up in a heartbeat but this one is giving me trouble for some reason
