I have a mobile application used a TCP port 4747, so can I use Cloudflare to listen on this port with business plan or not.

Sorry, no. Only Enterprise Plan with Spectrum lets you use any port.

However, if it’s HTTP traffic you can use Portzilla to pipe it to a port you can use at Cloudflare.

so i can change TCP 4747 with the following without any problem ?

I strongly suggest you set up a dev environment to test out any changes like this.
