Support queue consumers in terraform provider

Benefit

Currently, I can configure the queue provider bindings. However, that’s not super useful without being able to configure a consumer. As far as I know it’s already in the public api.

Was going to open an issue on the repo, but it specifically says to do so here? So here you go
