Can I buy .ch from another provider than transfer to cloudflare?

Yes.

No.

That said, -

Assuming that your domain registrar (in your words, - “another provider”) supports it, you can still delegate your domain name towards Cloudflare name servers, and then be using Cloudflare (e.g. Proxied (:orange:) DNS records, WAF/Firewall rules, Caching, and so on), even though Cloudflare isn’t your domain registrar.

But as long as .CH isn’t supported, you won’t be able to transfer the registration of the domain name to Cloudflare, so that Cloudflare becomes you registrar, and will therefore be depending on another registrar.

Unless you see something written on the Cloudflare TLD Policies list, then there is (unfortunately) no news to provide.
