I work with two different Cloudflare accounts. Each for a different business one member management works fine and the other is missing all options under member management I can’t limit by domain or even assign a second super administrator. I have Administrator and Minimal Account Access only. The other account has tons of other roles.

You need Super Administrator role to invite users to accounts.
Are you Super Administrator for both accounts?
To manage account members, you must have a role of Super Administrator and have a verified email address.
Yes I’m a super administrator. I created the account. I can invite other administrations or Minimal Account Access but have no option to limit by domain.
Support fixed this. They confirmed it needed to be done by them but the fix was you have permission to have Domain-Level Access (aka DSR)
