Sudden "Connection refused" from some IPs

Yesterday all of a sudden the website behind Cloudflare stopped working for some IPs in Russia and Belarus, they got “Connection refused error”. Belarusian users can now access the website, at least one Russian user still can’t. The origin website/server itself does not block anything.

My first thought was that Cloudflare blocked them for some reason but I did not see that Russian IP in Firewall events and IP access rules (is there any other place I can look?)
My second thought was that Cloudflare IPs were banned but I found a couple of other websites on the same Cloudflare IPs and they work fine.

Do you have any suggestions how can I approach this, considering I can’t reproduce the problem and I don’t have access to that Russian computer?

Russian ISPs often are legally required to block certain IP ranges.
