What are the steps to reproduce the issue?

Recently i changed my registrant information (name) from nickname to real name. Then due to the policy my domain was locked for 60 days that i cannot transfer it out to another registrar. I did that due to compliance issues, and i need to transfer it out for compliance purposes too.
Is there any way to unlock it immediately via an application?

There is is not. It is best to make any changes after you transfer a domain or at least sixty days in advance of any planned transfer. Your only option now is to wait out the sixty-day transfer-lock.
