Static IP and data localisation

We Have an enterprise plan with static IP
and we are using the partial CNAME to integrate Cloudflare with our product

we have a requirement in which certain domains need to be using data localization and data needs to be decrypted only in that region.

for example, let’s say our domain is example.com

eu.example.com needs to be processed in the EU region

if we use the c-name with ( domain dot dns dot cf dot net ) in our DNS and set the region as EU in Cloudflare it resolves to a different IP address than our static IP compared to when it is set as Earth it resolves to our static IPs

My doubt is to get the data localization feature should we use c-name instead of A record with our static IP

I have asked our customer success team and created a ticket as well but I haven’t received a proper answer yet

any help on this would be appreciated
