Starlink to Azure VPN Link

I am looking for a way to create a VPN Tunnel to MS Azure through a Starlink internet connection, which does not provide a static IP address or a FQDN. Does Cloudflare have a solution I can utilise for this for this? Cloudflare Tunnel maybe?
