Is it possible to install an SSL certificate on a premium dns so that we can have https forwarding work on a domain that only redirects to another domain?
I don’t know what your are calling “premium dns”, but HTTPS redirects work just fine on the free plan. Like all proxied hostnames, the edge certificates are obtained automatically using Cloudflare Universal SSL.
