Your hosting provider seems to be limiting your package so that you can’t use HTTPS on your website, I guess you have two options really… pay them to enable SSL or find a host that offers it included (personally I think it should be included in all hosting packages and it is with many hosts).

Edit: Looks like you are using a free web hosting package, so I kind of see why it is not included. You should consider using a paid host where you can install SSL, or upgrading there.
