If I use WARP or WARP+ with Wireguard and Chrome on my Windows PC some sites doesn’t work properly. muspy.com (ERR_TIMED_OUT), apteka.ru (shows too many connections from this IP), instagram.com (shows blank page after authorization)

Just go to one of the sites: muspy.com (ERR_TIMED_OUT), apteka.ru (shows too many connections from this IP), instagram.com (shows blank page after authorization) on Chrome.
Sounds like the website(s) are very hostile to VPN / proxy services.
This one would be a classic result of e.g. muspy.com firewalling off IP address(es) that they think belong to VPN / proxy services.
This one is a decision by the service, e.g. apteka.ru, as they are apparently having (very restrictive) rate limits on connections from the same IP address(es).
Many end user / residential ISP’s are running something called Carrier-grade NAT (CGNAT), in order to conserve IPv4 addresses, as they are a scarcity these days, meaning that multiple (and often hundreds of) users will appear to be using the same IP address.
As such, this one is due to a design flaw, caused by the operators of apteka.ru.
When you see something like this, you will need to contact the operator of the service(s) you’re trying to use, such as e.g. muspy.com and/or apteka.ru.
If they are not helpful in remediating the issues, the only alternative you have, is finding another service to use.
If both devices are running on the exact same computer (e.g. Wi-Fi) network, and that the only difference between the PC and the mobile, is that you’re running WARP on your PC, but not on your mobile, I would point in the same direction as above.
A quick Google search sounds like Instagram, from time to time, have had similar problems, although it isn’t crystal clear, whether the alleged problems , have been with WARP (or other VPN-like applications), or not.
People indicate that they have tried factory resetting their devices and so forth, - apparently, some people have had success with that, but others have indicated that it continued for weeks, despite their efforts with factory resetting their devices.
Content from one single website can very well be loaded from dozens of different servers, which may be why you see a blank page, e.g. because the block/rate limit may only have been synchronized to some of Instagram’s servers, but not all of them, and which therefore causes problems with rendering the full website, as some assets may be missing as a result of that.
Contacting the Support of the given website (e.g. Instagram), and then be troubleshooting the problem together with them, will also be the way to go here.
