Two of my domains that are proxied are inaccessible from Movistar Spain (Telefonica). Neither of the IPs returned is accessible, and a traceroute appears to just loop around in Telefonica’s network. Clarin.com is another domain (that I don’t own) that’s also affected, and returns two of the same IPs as my affected domain. The other 9 domains on my account are unaffected, and return different IPs, as does every other Cloudflare proxied domain that I’ve tried.
It’s now been 2 days since the problem started. I don’t know if this is an issue on Cloudflare’s end, or Movistar.

Is this a general issue, or specific to sites using Cloudflare? From what I can tell from what has been posted, it’s not Cloudflare.
As it’s a weekend there probably won’t be any staff around here and as it doesn’t look like anything with Cloudflare, I don’t feel it’s something I can escalate urgently for attention. Has anyone reached out to the ISP about this?
