Slow response, slow transfer

What steps have you taken to resolve the issue?

Switching CF Proxy (Orange cloud) off solves the Problem
All possible optimizations in config are switched off atm
No caching rules, all standard
Switched the Cloud Server with Hetzner, no difference

The error does not occur all the times, not every hour but every day. Not a the same time of day either. There is no way to tell when its going to happen. When it does transfer speeds fall way below the 100 kb/s mark. Again, switchting to DNS only solves the problem instantly.

I found older occurances with cloudflare and hetzner which sound awful alike here in the forums…
